JOB PURPOSE
The Assistant HR Manager is responsible for leading HR operations and acting as the centralized controller for Compensation & Benefits (C&B), ensuring data accuracy, compliance, and confidentiality across all locations. The role supervises HR Admin teams, leads recruitment for the Ho Chi Minh City office and other key positions, and provides operational support to the Senior HR Manager in strategic and ESMS-related initiatives.
KEY RESPONSIBILITIES
Centralized C&B Governance & Payroll Control
Own and finalize payroll, Social Insurance (SI/HI/UI), and Personal Income Tax (PIT) processes for all locations.
Review and validate payroll inputs (timesheets, employee data, allowances) consolidated from site HR teams.
Ensure 100% accuracy, compliance, and confidentiality of compensation and payroll data.
Standardize and continuously improve C&B processes, templates, and internal control mechanisms.
HR-System & Data Control
Act as the system owner for HR systems, ensuring data integrity, access control, and alignment with data standards.
Perform final validation and approval of HR data submitted from all sites before any consolidation or reporting.
Ensure consistent reporting formats and system usage across locations to support accurate management reporting and ESMS submissions.
Team Management & Operational Control
Directly manage, coach, and evaluate HR Admin staff across all locations; coordinate with the Senior HR Manager on ESMS-related performance of site HR Admins to ensure operational alignment without impacting technical ESMS accountability.
Ensure consistent execution of HR operations, policies, and workflows across sites.
Serve as the escalation point for HR operational issues and ensure timely resolution.
Compliance & Internal Audit Oversight
Conduct periodic audits of HR processes, personnel files, and site documentation to ensure compliance and completeness.
Ensure compliance with Vietnamese Labor Law and company policies; review and approve key compliance-related documentation prepared at site level.
Guide labor law interpretation and handle complex employee relations or compliance cases.
Expat & Legal Documentation Control
Oversee procedures and review documentation related to Work Permits (WP), Temporary Residence Cards (TRC), visas, and company licensing.
Validate documentation prepared at site level to ensure legal compliance and accuracy.
Coordinate with external counsel, authorities, and service providers for complex or critical cases.
Recruitment (HCM & Key Positions)
Lead and manage recruitment activities for the Ho Chi Minh City office and key/critical roles across locations.
Partner with hiring managers to define job requirements, hiring plans, and selection criteria.
Manage end-to-end recruitment for key roles including sourcing, screening, interviewing, selection, and offer negotiation.
Build and maintain talent pipelines and support site HR teams with local recruitment as needed.
Strategic Support & ESMS Coordination
Act as the operational lead when the Senior HR Manager is engaged in regional or strategic projects, ensuring continuity of HR operations.
Review and validate HR data (ESMS, labor, demographics) consolidated by site HR before submission to senior stakeholders.
Support ESMS implementation, reporting accuracy, and continuous improvement initiatives.
JOB REQUIREMENTS
Education: Bachelor’s degree in business administration, Human Resources, or a related field.
Experience:
5–8 years of HR experience with a strong focus on Compensation & Benefits and HR Operations.
At least 2 years in a supervisory or management role.
Experience in recruitment for key positions is preferred.
Skills:
Strong analytical and problem-solving skills with close attention to detail and data accuracy.
Leadership, stakeholder management, and coaching capability.
High level of integrity in handling confidential data.
Proven ability to standardize processes and implement internal controls.
Languages: Good command of English (spoken and written) is required.
Other:
Based in Ho Chi Minh City and willing to travel to sites when required.
Ability to work collaboratively with regional and international teams.
